Germany has always been at the forefront of Europe's energy transition. In early 2022, Europe faced a severe energy crisis, driven by a combination of natural gas supply shortages, soaring prices, and geopolitical instability resulting from the Russia-Ukraine conflict. These factors led to a sharp rise in electricity costs, which in turn spurred a dramatic increase in the demand for photovoltaic and energy storage systems, especially for residential and small commercial storage solutions.

By the end of September 2024, Germany had installed a total of 10.3 GW/15.9 GWh of battery storage capacity, with 85% of this capacity in residential energy storage systems. Over 1.5 million systems had been installed, and more than 400,000 new installations were completed in the first three quarters of the year. In response, the German government has introduced a series of policies to support the growth of solar and storage technologies:

  • Tax Exemption: Since 2023, the government has exempted solar electricity generation from income tax for small residential (up to 30kW), small commercial, and public buildings. It has also exempted value-added tax on the purchase, import, and installation of photovoltaic and storage systems.

  • Feed-in Tariff (FIT):

    1. €0.08/kWh for systems under 10 kW

    2. €0.075/kWh for 10-40 kW systems

    3. €0.062/kWh for 40-750 kW systems

    4. €0.04/kWh for full feed-in installations under 10 kW

  • State Subsidies:

    1. Berlin: The Solar Plus program offers €300 per kWh, up to €15,000, with specific photovoltaic-to-storage ratios required.

    2. Bavaria: Provides €500 for every 5 kWh, plus €75 per additional kWh, with a 1:1 photovoltaic-to-storage ratio.

    3. Thuringia: Subsidies for photovoltaic and storage equipment up to 30%, with a maximum project subsidy of €100,000.

    4. Baden-Württemberg: Funding support through the “Future Living” initiative.
